City's clash with Arsenal headlines an opening weekend of the season which also sees Manchester United host Leicester, Chelsea visit Huddersfield, Liverpool entertain West Ham and Tottenham travel to Newcastle.
The Arsenal vs City clash signals a departure from the Premier League's policy of keeping the top six sides apart on the first and last day of the season.
After facing champions City, Arsenal travel to Stamford Bridge to take on Chelsea in their second fixture of the campaign in an unforgiving start for new manager Emery.
Tottenham's first home game - against Fulham on August 18 - will be played at Wembley while work is completed on the new ground, the club confirmed on Thursday morning.
Spurs then face away trips to Manchester United and Watford before the international break - which lasts from September 3 until September 11.

Following that break, Tottenham's home game against Liverpool on the weekend of September 15 and 16 is set to be the first at their new White Hart Lane ground.
Of the three newly-promoted teams, Wolves play host to Everton, Cardiff visit Bournemouth and Fulham are at home to London rivals Crystal Palace.
The remaining opening-day fixtures, which take place on the weekend of August 11-12, sees Watford host Brighton at Vicarage Road and Sean Dyche's Burnley side travel to St Mary's to face Southampton.
Rafa Benitez's Newcastle face a tough start to the season as they play four of last season's Big Six in their first five matches of the campaign - with home games against Tottenham, Chelsea and Arsenal as well as a trip to face City.
The first Manchester derby of the season sees champions City host last season's runners-up United at the Etihad Stadium on November 10. The return game at Old Trafford is set to take place on March 16.

City, who became the first Premier League team to breach the 100-point barrier last season, play Burnley away, Leicester at home and Brighton away in their final three matches of the season.

After the City and Chelsea matches, Arsenal do not face another Big Six rival until November 3 when they play host to Jurgen Klopp's Liverpool.
The first north London derby of the season sees Arsenal host Tottenham on December 1 while the reverse match at the new White Hart Lane is on March 2.
Following their opening day home game against Leicester, Jose Mourinho's United travel to Brighton, face Tottenham at home and play Burnley away to begin the campaign.
Elsewhere Burnley, who finished seventh last season, face a difficult run-in with games against Chelsea, City, Everton and Arsenal to round off the 2018-19 campaign.
